Oregon is the state the consent lists argue about
Phone calls and in-person conversations are treated differently, and published lists disagree about where Oregon belongs. Switch the notice on.
Caller
“The heat pump is making a grinding noise and the tenants upstairs are complaining. I'm heading to work, can you call the tenant directly?”
What happened next
- Logged a heat-pump fault at a rental in Southeast Portland
- Captured the tenant's number as the on-site contact
- Booked the afternoon window and confirmed by text to both
A disputed rule is still a rule to plan around
Most pages about call recording hand you a confident list of eleven or twelve all-party consent states. Oregon is one of the reasons those lists should not be trusted: it treats telephone calls and in-person conversations differently, and the sources we checked do not agree about how to classify it.
We are not going to resolve that for you, and a vendor who claims to has picked one source and stopped reading. What we can do is make the notice a switch you control, and say plainly that in a state like this we would leave it on. The cost of the notice is a few seconds. The cost of being wrong is not.
Beyond the legal question, Portland's older housing stock and its rental density produce a lot of three-party calls: an owner, a tenant and you. Capturing who is actually on site is the detail that makes those bookings work.
Pacific Time
Pacific time, three hours behind the East Coast. If any part of your business serves customers in the eastern half of the country, your phone starts mattering at 5am local, which is a long way outside anybody's office hours.
What Portland calls about
Rental density and a long damp season.
Property management
Owner calls about tenant problems, where the person who answers the door is not the person who called you.
Heating, cooling and heat pumps
A mild climate with real cold snaps, and a lot of equipment installed recently that callers do not yet understand.
Trades in older houses
Knob-and-tube wiring, original plumbing and moss. The caller describes a symptom, and the transcript is what the tech actually uses.
Recording and AI disclosure in Oregon
Oregon is the clearest example on this site of why we refuse to publish a definitive consent list.
Oregon treats phone calls and in-person conversations differently, and the published lists disagree about where it belongs. Turn the notice on.
GreetKeeper can announce that a call is recorded and that the caller is speaking to an assistant. You write the wording, and you decide whether either notice plays. Our reading of the wider rules, with the dates, sits on the compliance page.
What it costs, including the part most vendors leave off
Booking is on every plan, and the rate after the allowance is published.
| Plan | Monthly | Calls included | After that |
|---|---|---|---|
| StarterFor a single location taking calls one line at a time. | $49 | 200 | $0.45 per call |
| ProfessionalBooking, routing and transfers included, not an add-on. | $149 | 750 | $0.35 per call |
| ScaleFor busy phones and longer opening hours. | $349 | 2,000 | $0.25 per call |
What we cannot tell you
Questions from Portland businesses
Is Oregon an all-party consent state?
The sources disagree, and Oregon treats phone and in-person conversations differently. We will not give you a confident answer we cannot stand behind. Switch the notice on, and ask your own counsel if the answer changes your business.
Why not just publish the list everyone else publishes?
Because the lists contradict each other. Ten states appeared in the all-party group on every source we checked, and Nevada, Connecticut, Oregon, Michigan and Vermont did not. Reporting that disagreement is more useful than picking a winner.
Can it call a tenant back rather than the owner?
It captures whoever should be contacted on site and puts both numbers in the transcript. Who gets the confirmation text is a rule you set.
Does Oregon require an AI disclosure?
Not as we read it in September 2026. Maine and Utah are the two states with duties that reach an inbound receptionist, and we have written both up on the compliance page.
